If you loosen up the scale a little, the Woodland Scenics HO River Pass and City and Industry building set occasionaly can be had for a good price.

Yeah, I've used a few of those as well, goes great with my HO figures from Airfix, etc all. See the Yeti Battalion and Red Brigade TO&E and OOB threads. All HO scale human sides vs AD Martian machines looks fine. I prefer the modular sets, best value for the dollar and they even have a free download ($1.99 printed if you want) templates for making the building out of cardboard if you want.
