Along with suggesting that rules accompany gunboat models, and that a point value is needed for the gunboat, powered and unpowered barges, there are many scenarios I can think of for their use.
A gunboat is shepherding a convoy of barges to rescue civilians fleeing from a Martian raid.
A marine raiding party must come ashore and: Retrieve a Martian Machine for study Destroy a small Martian outpost Create a small human outpost Do recon for a planned landing in force
The big one: A landing force supported by several gunboats takes back an area.

Just off the top of my head I'd give the Olmsted class gunboat a point cost of about 150. Slightly cheaper than a MK IV tank which has more weapons and more armor, but is slower and can't repair itself.

I've added that point value to the optional rule book section. btw hardlec, don't forget the ever fateful Marine rescue of civilians from a river town location (ala ADs scenario introducing the rules). See the Marine pdf and just plug in the Olmsted boat for the Marines
