Here's my plan:
It is 1916. The Armies of the United States, Lead by Leonard Wood, John Pershing, and Theodore Roosevelt, are pushing the Martians back toward the Mississippi River.
The Ohio, Mississippi and Missouri rivers are STILL IN HUMAN HANDS! Mostly because the Martians hate the water and they have not realized the strategic importance of the rivers.
Cape Girardeau, heavily fortified, remains a human controlled city, and the center of Resistance, similar to Amarillo, TX. and Lawrence of Arizona.
Quicky Plot:
Martians attempt to destroy the Cape and cannot. The Cape has better geology for defence that St. Louis; was fortified in the Civil War, and there is no Bridge across the Mississippi.St Louis falls, Cape Girardeau's defences hold.
Pershing is offered a way to destroy a Martian Redoubt by a team of Civilians who have been operating resistance out of the Cape. Pershing sets his dogs loose on the Martians. The Redoubt is destroyed. Humanity pushes to the Father of Waters and retakes St. Louis.
Martin reacts, and Leonard Wood's master plan goes into Phase Two: A Field Army retakes Memphis.
The bad news is that Martin is finally convinced that the prey that stings is intelligent. This only makes them more eager to destroy humanity
Leonard Wood and Teddy Roosevelt will have only a few words in this plot, if any. Pershing will carry most of the messages from Washington. Just like Eisenhower was never seen in the Movie Patton, Pershing will be my "Bradley."

(A Note: Marvin the Martian is a Looney Tune Character. I am trying to avoid the use of that reference. This is a bit sad for me, because if I had access to enough tripods, I would surely do my own version as Marvin-the-red-Martian.)

LoL, well in my AQ version Marvin was destroyed by his own kind for failing to destroy the Red Brigade and grievous loss of materials - they didn't want any more of his 'generation' to appear in the gene pool. Love it - and the new OOB you presented for the campaign as well. All of the rivers being in human hands makes sense, espeically with the support of the riverine forces that the 1915 & 1916 humans can muster. Take a look at the various forces among my 'Ships' thread, there's plenty of 'rail' firepower there to crush Martian attacks, especially if they don't bring any Dominators or Overseers along. Even if they do, the surprise is on them as the humans mass British Special Weapon Battalion forces for the push on Memphis (ref Montgomery, Churchhill Battletanks, Ackland SPA, and new S2G forces). Pattons 3rd Armored Regiment as well as Lesters 1st Armored Regiment with the SPBattalion on point, lead the charge into the Memphis battlefield, smashing tripods and drones alike. Redemption is nigh, squids!
