Patton designed the last cavalry sabre to have an effective point and little if any slashing capability. Such a saber would work just fine from horseback or motorcycle. If it would work at all against a Martian.
A lance attack on horseback would be able to score hits on a Tripod, but would their be damage? So far the cavalry has found a light lance useful to apply "Sticky bombs." It seems Stovepipes would work well for horse soldiers.
Stovepipes would not do well with Rough Riders. It takes two hands to use a Stovepipe, and the rider needs at least one hand on the handlebars. A lance-mounted RPG could work, but the grapple launcher we know works.
A: What effect if any would Lance or sabre attacks have against Martian Drones or Infantry?
B: How could Rough Riders be equipped with stovepipes?

Saber and lances would probably be effective against Lobototons, as would the weight of a galloping horse! A lance with the full mass of a horse and rider behind it might be able to damage a drone. I doubt the saber would prove very effective.
The motorcycle Rough Riders would probably need some modifications to be effective. The most reasonable would be to add a sidecar. The passenger could handle a stovepipe or a machine gun. For the truly suicidal, I suppose you could mount one or more stovepipes to the side of a motorcycle and fire them off when they are pointed at the enemy, but I have doubts about the accuracy. The sidecar is probably a better bet.
Of course you could have the Rough Riders use their motorcycles strictly for mobility and dismount to fight.

As a further note - I added rockets to the sides of some armored cars, see my Texas lists for examples. I suppose a one-shot Stovepipe setup would work with two or three stovepipes per side of vehicle. A stack of stovepipes in the back of US armored car for a stop-and-pop arrangement would be understandable - frankly, the range on that would prohibit much use, perhaps a single one for last ditch efforts. I think the rockets are far better for taking on most Tripods.
