During the ACW and the Spanish American War, volunteer units were raised. Private concerns often raised the money for uniforms, weapons and other equipment and paid for the training. As the Martians overran whole states, the rump governments of the states would raise volunteer forces to continue the fight. Roosevelt legitimized these volunteer units in order to legitimize the rump governments and keep them fighting Martians.
In order to incorporate the volunteers, the ARMY developed several divisions that were nothing more than administrative shells. The 13th, 17th and 19th divisions were known as administrative divisions. A unit could belong to an administrative division in order to provide a place for it in the order of battle.
In game terms, the designation (Admin) means a unit does not conform to recommended/Required TO&E.

Militia units stay in their states. Volunteers go and fight with the regulars. I think.🤔

I believe in real world terms that after the Spanish American War there was a thorough revamping of organization and training of state based military forces giving rise to the modern National Guard. This occurred prior to the fictional second Martian invasion. I suspect this would have influenced attitudes negatively in the US Army not to mention other state governments toward state based irregular forces conducting combat outside their home state.
I think the displaced state forces would be incorporated into federal forces but based on regions. For example, the 35th Infantry Division (Sante Fe Division) was initially formed as a national guard division from units based in Kansas and Missouri.

The idea is that when building scenarios, the designation (Admin) means the player is not paying much attention to formal orders of battle.
As the Martians overrun states, the state governments will be forced to flee. The military units, often reduced to remnants, will be incorporated into Federal forces as best they can. Of course, the Martians do not seem to be conquering areas. They range out from their bases and leave behind pockets of resistance. The Martians do not have to consider lines of communication, and there are cities, like Amarillo, that continue to hold out.
The US is likely to incorporate any military asset they have.
