In the years immediately following WWI, the US developed the "Panama Mount."
A 30 foot circular concrete pad with a 10 foot diameter pillar, about 18inches tall in the center. A gun could be towed into position and use its wheels to pivot. It was surveyed and the guns were able to provide accurate fire. Some were fortified and used to update the ageing Endicott fortresses.
In game terms, a panama gun mount is a 3 inch diameter disc, which could be of paper. It is placed before play starts and does not move. Any towed gun may use a panama mount. Cost is 25 points (Per gun) (this can be changed) and it confers a +1 bonus to hit, no effect to damage. It is probably a good idea to have an ammo carrier nearby. Guns may be moved on or off the mount without penalty for movement, unless the mount is also fortified.
As a bit of interest, the mount is surveyed, which means it's exact position is known. This is why it affords the gun in the mount more accuracy. If a martian were to occupy a panama mount, any artillery fire would automatically hit it.
