Could a Tesla gun work on a boat? From Ship to Shore? Or would it just zap the water.

I explore this in the upcoming book. A ship would have the means to supply the electric power needed to charge up the gun. And the targeting issue gets solved in an interesting way

Without spoiling the plot, can a Tesla Gun be used on a gunboats? I would think so, but without Nikolai to check with I'm at a loss.

Well, if we look at the size of the gun itself on the official model, I would think it could fit on a gunboat. Of course the one thing we don't really know is how expensive and how difficult is it to make one of them? If they are cheap and easy then sure, put 'em on anything that can carry them. If they are expensive and hard then perhaps only really powerful and survivable units like larger warships (or dare I say it, Land Ironclads) might get them.

I am planning to put together some riverine scenarios. It would be good to have the boats up to date. Cottonclad riverboats will not serve well against heat rays. I've seen folks go fishing with car batteries. It's way more risky than I'd like. (And I'm not fond of catfish.)

Problem is a lightning gun on a boat would create interesting issues like how to ground it to prevent the whole ship from being zapped and the crew fried.

The whole issue of getting a lightning bolt to go where you want to--on a boat or on dry land--is a tricky one. I do deal with it in the latest book.

Tesla guns work fine on the land. Will they work from a boat or just discharge into the water? If I shoot at a tripod up to its "neck" in water will the shot still arc or will the whole charge zap the target? I have nothing to go by, except that you can "fish" with a car battery. Electric Arcs like water. I can see the Tesla gun going ship to shore, but I don't really know why.

I worked up one of my Ships for AQ with a Tesla. The paddle wheels provide a natural charging mechanic and the water its in provides 'grounding'. The shot has to hit its target of coarse and I made it hard to do so - but, its all possible within the framework of the fiction we're playing in AQ.
