Players wanna play.
Tournaments, however, are not always the best way to get together.
On the one hand, there is always a desire to win, and on the other hand there is a desire to show off all your new toys; but competition a desired outcome? I have to compete at work. When I have fun, I want to relax. That doesn't mean I want everything easy.
So consider this as an unfinished Idea
Three games one-on-one. (One scenario of three scenarios?) One big free-for-all at the end.
Awards are given for having impressive armies and impressive models, so there is a motivation to buy and paint the latest models. Awards are also given for home-brewed models. (Think of it as unpaid creative R&D) Awards are given for winning games and for outstanding play.
For awards: Offer medals. Easy to make and inexpensive.
One thing I can't communicate vigorously enough: AQMF works very well for asymmetric scenarios. Outnumbered humans valiantly defending their homes is a great theme. This is a wonderful scenario but horrible for tournament play. So instead of tournaments, have events where it is fun to "die gloriously."
