one further rule question - what is their normal Spd without the special?? Move as Infantry 6" or as Civilian 4"??
I'll offer the option that the human player can choose before the game which s/he thinks and write it on a 3x5 card to be presented at end of game for honesty sake. As an alternative, the human player automatically gets 1 unit per building Plus as many as s/he wants to buy with points. I like this option better as there can be a lot of people in a city and the human player can go deep on armed civilians. What do you think??
I'll add this unit to the LR once we've got the above hashed out. Love the thought and your cops paint job look fine. A lot of police forces of the period wore cross straps. I'd recommend another look at the newest Untouchables for further ideas and Dick Tracy as well as old Untouchables series and some Indian Jones movies/series for more paint job ideas

I would suggest a speed of 6 for the armed civilians. They are highly motivated to fight, they are not heavily burdened with equipment, and they know the "terrain." (shortcuts, connections, cellars, sewers, interior layouts, etc)
I like the free unit per building after buying into armed civilians. Good rationale. You might make their game entry contingent on a Martian passing or being "within x inches" of the building where they appear. This could create a Stalingrad situation of progressively increasing resistance as the Martians advance. The Martians then face the option of continued advance or of falling back to limit the number of attackers. Built-up areas would be scary, as they were in the books.
Of course, the Martians may be forced to try tactics to cover each other during the advance (overwatch).

They are available for local use but really cannot be maneuvered around like conventional troops. They are not in the command structure.

I think that both FoW and Peter Pig have female rifle shooting figures that would work great for your needs. I'll look them up in a few to see what I can find.
