Sounds like the resin didn't cure properly... Otherwise try a high grit sandpaper to remove the shine.

If the resin didn't cure properly, and this is an IG product, they might might replace the part. If resin isn't mixed correctly, it won't cure ever. Sandpaper works well, try crocus cloth, which is superfine Emory cloth. Wrap it around an old paint brush as a Sanding block.
Fingernail polish remover will also degloss resin or plastic to help Paint stick

FWIW: The active ingredient in nail polish remover is acetone. Be aware that there are non-acetone removers out there.

The issue does not seem to be the type of paint being used - I've tried my standard high quality primers used for years on multiple products without problems. It's the shiny coating on the head. I'm waiting for a reply from IG re what to do about this problem.

Isopropyl alcohol didn't work either. I soaked the Dominator head in it for 3 hours but the shiny layer was still there. I resorted to carefully scraping the surface with a dull exacto blade and more sanding with fine wet and dry paper. The hard shiny layer came off but there were areas I couldn't get at, the 'face' in particular. The layer has been removed from almost everywhere that's likely to be touched so maybe paint will stick this time.
