According to the rules, gas attacks ignore cover and armor. If they ignore armor then they damage automatically after a hit.
Somehow I think that gas attacks are only modified by a trait such as gas resistant or gas proof, maybe there is room for a vulnerable to gas for some milita.
I don't think the intent is for humans to be armor 0 against gas.

I thought it meant you ignore terrain additions to armor ratings. So no +2 addition to the armor rating for infantry hiding in trenches but still have their intrinsic 4 armor.

Green gas and black dust only eliminate the bonuses you get for being in cover. Infantry in a trench are defense 9 and armor 6. Against gas and dust they revert back to their normal defense 5 and armor 4.
