I am painting up minies for a upcoming convention where I plan to do some Demo Games.
I have my Fleeing Civilians all primed up, and I want them to look very good. They are currently arranged as three groups of three, each stand has a man, a woman and a child. One child is a girl with a doll.
In 1908 etc. the trend was for somewhat colorful clothes. I see the women's dresses in yellow, light blue and purple. Light blue for the girl's dress, or maybe pink? The Men's suits might be light grey, medium blue, brown or even purple. Vests are usually red. Shirts and ruffles and such will be white.
The boys are a bit of a challenge for me. Denim blue was not so common at the time, I'm thinking medium brown, possibly one boy in black trousers.
Will the boys hats be colorful or more conservative (dark blue, dark brown?)
Suggestions are welcome, especially from people who have already painted a set.
I definitely want to have a set-up with my Harvester chasing away some civilians.

I agree fully with your color choice for the boys. Kids clothes are for play and durability. Browns and blacks are good.
The hats appear to be the soft caps that British workingmen wore. As such, they were made for durable service and not glamor. Photos and illustrations from the period show them likely to be gray, brown, or black. Sometimes tweed, but that would be gray at this scale.

My big problem was that at the time folks wore a lot of plaid, which I can't paint at 15mm

Yes. That is a problem to do rigorously.
However, you can kinda just average the color together and use a very fine brush (or a toothpick cut to a fine chisel point) to suggest some plaid with a few strokes in visible areas. The viewers' minds will fill in the blanks.
Don't stress overmuch. Enjoyment is the goal.
